ಕುಮಟಾ ತಾಲೂಕಾ ಪಂಚಾಯತ್ ಕಾಮಗಾರಿ ಟೆಂಡರ್‌ನಲ್ಲಿ ಅವ್ಯವಹಾರ ಆರೋಪ

ಕುಮಟಾ: ಇಲ್ಲಿನ ತಾಲೂಕಾ ಪಂಚಾಯತ್ ಕಾಮಗಾರಿ ಟೆಂಡರ್‌ನಲ್ಲಿ ಕೋಟ್ಯಾಂತರ ರೂಪಾಯಿಯ ಅವ್ಯವಹಾರ ನಡೆದಿದೆ ಎಂಬ ಆರೋಪ ಕೇಳಿ ಬರುತ್ತಿದೆ.

ಸರಕಾರದ ಸುತ್ತೋಲೆ ಪ್ರಕಾರ, ಒಂದು ಲಕ್ಷ ರೂಪಾಯಿಗೂ ಹೆಚ್ಚು ಮೌಲ್ಯದ ಯಾವುದೇ ಕೆಲಸವಿದ್ದರೆ ಅದನ್ನು ಟೆಂಡರ್ ಮೂಲಕವೇ ನೀಡಬೇಕೆಂಬ ಸ್ಪಷ್ಟ ಆದೇಶವಿದೆ. ಆದರೆ ಕುಮಟಾ ತಾಲೂಕಾ ಪಂಚಾಯತ್ ಅಧಿಕಾರಿಗಳು ಈ ಸುತ್ತೋಲೆಯನ್ನು ಗಾಳಿಗೆ ತೂರಿ, ಯಾವುದೇ ಟೆಂಡರ್ ಕರೆಯದೆ ತಮ್ಮ ಮನ ಬಂದಂತೆ ತಮ್ಮ ಆಪ್ತರಿಗೆ ಎರಡು ರಿಂದ ಮೂರು ಲಕ್ಷ ರೂಪಾಯಿ ಮೌಲ್ಯದ ಕಾಮಗಾರಿಯನ್ನ ಟೆಂಡರ್ ಕರೆಯದೆ  ಹಂಚಿಕೆ ಮಾಡಲಾಗಿದೆ ಎನ್ನುವ ಆರೋಪ ಕೇಳಿ ಬಂದಿದೆ.

ಪ್ರತಿವರ್ಷ ತಾಲೂಕಾ ಪಂಚಾಯತ್‌ಗೆ ಸರಕಾರದಿಂದ ಸುಮಾರು ಎರಡು ಕೋಟಿ ರೂಪಾಯಿ ಮೌಲ್ಯದ ಕಾಮಗಾರಿಗಳನ್ನು ಬಿಡುಗಡೆ ಮಾಡಲಾಗುತ್ತದೆ. ಒಂದು ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚಿನ ಯಾವುದೇ ಕಾಮಗಾರಿಯನ್ನ ನೀಡಬೇಕಾದರೂ ಟೆಂಡರ್ ಕರೆಯ ಬೇಕಾಗಿರುವುದು ಕಡ್ಡಾಯ. ಆದರೆ ಇಲ್ಲಿನ ಅಧಿಕಾರಿಗಳು ಈ ನಿಯಮವನ್ನು ಪಾಲಿಸದೆ, ಯಾರದೋ ಒತ್ತಡಕ್ಕೆ ಒಳಗಾಗಿಯೋ ಅಥವಾ ಬೇರೆ ಯಾವದೋ ಕಾರಣಕ್ಕೂ ಟೆಂಡರ್ ಕರೆಯದೆ ಕಾಮಗಾರಿಗಳನ್ನ ಹಂಚಲಾಗಿದೆ‌ ಎನ್ನುವ ಆರೋಪ ಬಲವಾಗಿ‌ ಕೇಳಿ ಬರುತ್ತಿದೆ.

ಟೆಂಡರ್ ಕರೆಯದೆ ಕಾಮಗಾರಿ ಹಂಚಿಕೆ ಮಾಡಿರುವ ಬಗ್ಗೆ ಹಲವಾರು ಗುತ್ತಿಗೆದಾರರು ತಾಲೂಕಾ ಪಂಚಾಯತ್ ಅಧಿಕಾರಿಗಳಿಗೆ ಪ್ರಶ್ನಿಸಿದರೂ ಯಾವುದೇ ಸಮರ್ಪಕ ಉತ್ತರ ಸಿಕ್ಕಿಲ್ಲ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ನ್ಯಾಯಕ್ಕಾಗಿ ಕೆಲವರು ಲೋಕಾಯುಕ್ತಕ್ಕೂ ದೂರು ಸಲ್ಲಿಸಿದ್ದಾರೆ ಎನ್ನಲಾಗಿದೆ. ಈ ಅವ್ಯವಹಾರಕ್ಕೆ ಕಾರಣವಾದ ಅಧಿಕಾರಿಯ ವಿರುದ್ಧ ಕಾನೂನು ಕ್ರಮ ಕೈಗೊಳ್ಳುವಂತೆ ಸಂಬಂಧಿಸಿದ ಅಧಿಕಾರಿಗಳಿಗೆ ಮತ್ತು ಸಚಿವರಿಗೂ ದೂರು ಸಲ್ಲಿಸಿರುವುದಾಗಿ ತಿಳಿದುಬಂದಿದೆ.

ಈ ಅಧಿಕಾರಿ ಯಾವುದೇ ಅವ್ಯವಹಾರ ನಡೆಸಿರುವುದು ಮೇಲಾಧಿಕಾರಿಗಳ ಗಮನಕ್ಕೆ ಬಂದಲ್ಲಿ ಅವರ ವಿರುದ್ಧ ಸೂಕ್ತ ಕಾನೂನು ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕಿದೆ.

Allegations of Irregularities in Kumta Taluk Panchayat Work Tender
Kumta: Allegations have surfaced that crores of rupees worth of irregularities have taken place in the work tenders of the Kumta Taluk Panchayat.

According to the government circular, any work valued above one lakh rupees must mandatorily be allotted through a tender process. However, it is alleged that the officials of the Kumta Taluk Panchayat have ignored this directive and have awarded works worth two to three lakh rupees to their preferred contractors without issuing any tender call.

Every year, the government releases around two crore rupees worth of developmental works to the Taluk Panchayat. For any work costing more than one lakh rupees, inviting a tender is compulsory. But the officials here have reportedly violated this rule, allegedly succumbing to someone’s pressure or due to other reasons, and have distributed the works without calling for tenders.

When several contractors questioned the Taluk Panchayat officials regarding the awarding of works without tenders, they received no proper response. Consequently, some have reportedly filed complaints with the Lokayukta seeking justice. It is said that complaints have also been submitted to the concerned higher authorities and the ministers, requesting legal action against the officer responsible for this malpractice.

If the higher authorities find that this officer has indeed committed irregularities, appropriate legal action must be taken against him.
