ಶಿರಸಿ : ಉತ್ತರ ಕನ್ನಡ ಜಿಲ್ಲೆಯಲ್ಲಿ ಅರಣ್ಯವಾಸಿಗಳ ಸಮಸ್ಯೆ ದಿನೆ ದಿನೆ ಬಿಗಡಾಯಿಸುತ್ತಿದೆ.ಅರಣ್ಯ ಇಲಾಖೆಯಿಂದ ಅರಣ್ಯವಾಸಿಗಳ ಜಾಗ ತೆರವು ಮಾಡಲು ನೋಟೀಸ್ ಜಾರಿ ಮಾಡಿರುವುದು ಅರಣ್ಯವಾಸಿಗಳ ಹೋರಾಟದ ಕಿಚ್ಚು ಜೋರಾಗುವಂತೆ ಮಾಡಿದೆ. ಇದರಿಂದಾಗಿ ರೊಚ್ಚಿಗೆದ್ದ ಅರಣ್ಯವಾಸಿಗರ ಪರ ಹೋರಾಟಗಾರ ರವೀಂದ್ರನಾಥ ನಾಯ್ಕ ಅವರ ನೇತೃತ್ವದಲ್ಲಿ ನಡೆದ ಪ್ರತಿಭಟನೆ ಯಶಸ್ಸು ಕಾಣುವಂತಾಗಿದೆ.
ಅರಣ್ಯವಾಸಿಗಳಿಗೆ ಜಾಗ ತೆರವು ಮಾಡಲು ನೊಟೀಸ್ ನೀಡಬಾರದೆಂಬ ನ್ಯಾಯಾಲಯದ ಆದೇಶ ಇದರು ಕೂಡಾ ಅರಣ್ಯ ಇಲಾಖೆ ಯಿಂದ ಅರಣ್ಯವಾಸಿಗಳಿಗೆ ಜಾಗ ತೆರವು ಮಾಡಲು ನೊಟೀಸ್ ಬರುತ್ತಿದೆ, ಜತೆಗೆ ಮನೆ ಮಠ ಕೂಡಾ ತೆರವು ಮಾಡಲು ನೊಟೀಸ್ ಜಾರಿಯಾಗುತ್ತಿದೆ ಈ ಹಿನ್ನಲೆಯಲ್ಲಿ ರೊಚ್ಚಿಗೆದ್ದ ಅರಣ್ಯವಾಸಿಗಳು ಇಂದು ಶಿರಸಿಯಲ್ಲಿ ಬೃಹತ್ ಹೋರಾಟ ನಡೆಸಿದರು. ಸುಮಾರು ಐದು ತಾಸುಗಳ ಕಾಲ ನಡೆದ ಹೋರಾಟದಲ್ಲಿ ಸಿಸಿಎಫ್ ಅಧಿಕಾರಿ ಸ್ಥಳಕ್ಕೆ ಆಗಮಿಸಬೇಕೆಂದು ಪಟ್ಟು ಹಿಡಿದು ಕುಳಿತರು, ಇನ್ನುಳಿದ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು ಸ್ಥಳಕ್ಕೆ ಆಗಮಿಸಿ ಅರಣ್ಯವಾಸಿಗಳ ಮನವೊಲಿಸಲು ಪ್ರಯತ್ನಿಸಿದರು ಕೂಡಾ ಜಗ್ಗದ ಅರಣ್ಯ ವಾಸಿ ಹೋರಾಟಗಾರರು ಸಿಸಿಎಫ್ ಅಧಿಕಾರಿ ಸ್ಥಳಕ್ಕೆ ಬಂದು ಮನವಿ ಸ್ವೀಕರಿಸಬೇಕೆಂದು ಪಟ್ಟು ಹಿಡಿದುಕುಳಿತರು. ಸಿಸಿಎಫ್ ಕಚೇರಿಗೆ ಮುತ್ತಿಗೆ ಹಾಕುವ ಎಚ್ಚರಿಕೆ ಕೂಡಾ ನೀಡಿದರು. ಆ ಬಳಿಕ ಸಿಸಿಎಫ್ ಅಧಿಕಾರಿ ಸ್ಥಳಕ್ಕೆ ಬಂದು ಮನವಿ ಸ್ವೀಕರಿಸಿದರು…
ಕಾನೂನಿನ ಪ್ರಕಾರ ಅರಣ್ಯ ಹಕ್ಕು ಕಾನೂನಿನ ಅಡಿಯಲ್ಲಿ ಅರ್ಜಿ ಸಲ್ಲಿಸಿದಂತ ಕುಟುಂಬದವರ ಅರ್ಜಿ ಪರಿಶೀಲನೆ ಕಾರ್ಯ ಪೂರ್ಣವಾಗದ ಹೊರತು ನ್ಯಾಯಾಲಯದ ಆದೇಶದಂತೆ ಅರಣ್ಯವಾಸಿಗಳನ್ನ ಒಕ್ಕಲೆಬ್ಬಿಸಬಾರದು ಹಾಗೂ ಸಾಗುವಳಿಗೂ ತೊಂದರೆ ಕೊಡಬಾರದು ಎಂದಿದೆ, ಅದರ ಜತೆಗೆ ಜಾಗ ತೆರವು ಮಾಡಲು ನೋಟಿಸ್ ಕೂಡಾ ನೀಡಬಾರದೆಂದು ಇರುವಾಗ ಅರಣ್ಯ ಇಲಾಖೆಯಿಂದ ಪದೆ ಪದೆ ಅರಣ್ಯವಾಸಿಗಳಿಗೆ ತೊಂದರೆ ಆಗುತ್ತಿದೆ ಅಂತೆ ಈಹಿನ್ನಲೆಯಲ್ಲಿ ಇವತ್ತು ಬೃಹತ್ ಹೋರಾಟಕ್ಕೆ ಕಾರಣವಾಯಿತು.1978 ರ ನಂತರ ಅರಣ್ಯ ಜಾಗ ಒತ್ತುವರಿ ಮಾಡಿದ ಕುಟುಂಬದವರಿಗೆ ವಿಶೇಷ ಅನುದಾನ ನೀಡುವ ಬಗ್ಗೆ ಸರಕಾರದ ಮಟ್ಟದಲ್ಲಿ ಪರಿಶೀಲನೆ ನಡೆಸುವ ಬಗ್ಗೆ ಸುತ್ತೋಲೆ ಇದರು ಕಾನೂನು ಬಾಹಿರವಾಗಿ ಜಾಗ ತೆರವು ಮಾಡಲು ಅರಣ್ಯ ಇಲಾಖೆ ಕಿರಿಕಿರಿ ಮಾಡುತ್ತಿರುವುದು ಅರಣ್ಯವಾಸಿಗಳ ಆಕ್ರೋಷಕ್ಕೆ ಕಾರಣವಾಗಿದೆ..
ಬೃಹತ್ ಹೋರಾಟದ ಮೂಲಕ ಇವತ್ತು ಅರಣ್ಯ ಇಲಾಖೆಗೆ ಅರಣ್ಯವಾಸಿಗಳು ಚುರೂಕು ಮುಟ್ಟಿಸಿದ್ದಾರೆ.. ಶಿರಸಿಯಲ್ಲಿ ನಡೆದ ಅರಣ್ಯವಾಸಿಗಳ ಹೋರಾಟ ಅರಣ್ಯವಾಸಿಗಳ ಆಕ್ರೋಶ ಕಟ್ಟೆ ಒಡೆದು ತಾಳ್ಮೆ ಕಳೆದುಕೊಂಡು ಇಲಾಖೆಗೆ ಎಚ್ಚರಿಸಿದು
ಇನ್ನೂ ಪ್ರತಿಭಟನಾ ಸ್ಥಳಕ್ಕೆ ಬಂದ ಸಿಸಿಎಫ್ ಅವರು ಮನವಿ ಸ್ವೀಕರಿಸಿದ ಬಳಿಕ ರವೀಂದ್ರನಾಥ ನಾಯ್ಕ ಸೇರಿದಂತೆ ಹೋರಾಟಗಾರರ ಜೊತೆ ಒಂದು ಗಂಟೆಗಳಕಾಲ ಸಭೆ ನಡೆಸಿದ ಅಧಿಕಾರಿಗಳು.ದೀರ್ಘ ಸಮಯದ ಮಾತುಕತೆಗಳ ಬಳಿಕ, CCF ಹೀರಾಲಾಲ್ ಅರಣ್ಯ ಹಕ್ಕು ಕಾಯ್ದೆ, 2006 ಅಡಿಯಲ್ಲಿ 10 ಎಕರೆವರೆಗೆ ಅತಿಕ್ರಮಣ ಮಾಡಿಕೊಂಡಿರುವ ಅರಣ್ಯವಾಸಿಗಳ ವಿರುದ್ಧ ನಡೆಯುತ್ತಿರುವ ಒಕ್ಕಲೆಬ್ಬಿಸುವ ಕ್ರಮವನ್ನ ತಡೆಯಲಾಗುವುದು ಅರ್ಜಿದಾರರ ಮೇಲೆ ಯಾವುದೇ ಬಲವಂತ, ಬೆದರಿಕೆ, ದೌರ್ಜನ್ಯ ನಡೆಯುವುದಿಲ್ಲ. ಅರಣ್ಯವಾಸಿಗಳ ವಿರುದ್ಧ ನಡೆದಿರುವ ಅನ್ಯಾಯಗಳನ್ನು ಸರಕಾರದ ಗಮನಕ್ಕೆ ತರಲಾಗುವುದು ಎಂದು ಘೋಷಣೆ ಮಾಡಿದ್ದರು. ಬಳಿಕ ಪ್ರತಿಭಟನಕಾರರು ಹೋರಾಟಗಾರ ರವೀಂದ್ರ ನಾಯ್ಕ ಅವರನ್ನು ಹೆಗಲ ಮೇಲೆ ಹೊತ್ತು, ಪಟಾಕಿ ಸಿಡಿಸಿ, ಸಿಸಿಎಫ್ ಕಚೇರಿಯಿಂದ ನಗರಸಭೆಯವರೆಗೆ ಮೆರವಣಿಗೆ ಮಾಡುವ ಮೂಲಕ ವಿಜಯೋತ್ಸವ ಆಚರಿಸಿದ್ದರು..
ಇಬ್ರಾಹಿಂ ಗೌಡಳ್ಳಿ, ರಾಜು ನರೇಬೈಲ್, ಮಂಜುನಾಥ ಮರಾಠಿ (ಕುಮಟಾ), ಶಿವನಂದ ಜೋಗಿ (ಮುಂಡಗೋಡು), ಮಾಬ್ಲೇಶ್ವರ್ ನಾಯಕ್ ಬೇಡಕಣಿ, ಸುರೇಶ್ ಮೇಸ್ತಾ (ಹೋನವರ್), ರಾಜೇಶ್ ಮಿತ್ರ ನಾಯ್ಕ (ಅಂಕೋಲಾ), ಅನ್ನಪ್ಪ ನಾಯಕ್ (ಅನ್ನಿಗೇರಿ), ಗಣಪತಿ ನಾಯಕ್ (ಬೆಡಸಗಾವ್), ಹರೀಶ್ ನಾಯಕ್, ಮಹೇಶ್ ಸಾಳ್ಕೋಡ್, ನೆಹರೂ ನಾಯ್ಕ, ಎಂ.ಆರ್. ನಾಯ್ಕ ಸೇರಿದಂತೆ ಹಲವರು ಪ್ರತಿಭಟನೆಯಲ್ಲಿ ಪಾಲ್ಗೊಂಡಿದ್ದರು.
Sirsi: The issues faced by forest-dwelling communities in Uttara Kannada district are becoming more severe by the day. The Forest Department issuing notices to evict forest dwellers from their land has intensified the ongoing struggle. Angered by these actions, a massive protest was led by activist Ravindranath Naik, which turned into a significant show of strength
Although there is a court order stating that forest dwellers should not be evicted until the verification of applications filed under the Forest Rights Act, the Forest Department has continued issuing eviction notices — including instructions to remove houses and settlements. Outraged by this, forest dwellers staged a major protest in Sirsi today. The protesters sat in protest for nearly five hours, demanding that the Chief Conservator of Forests (CCF) must personally come to the location and receive their petition. Even though senior officials arrived to pacify the protesters, they refused to compromise until the CCF appeared. They even warned of laying siege to the CCF’s office.
Eventually, the CCF arrived and accepted the memorandum.
According to the law, families that have applied for land rights under the Forest Rights Act cannot be displaced until their applications are fully verified. Moreover, the court has also ordered that they should not be threatened, harassed, or issued eviction notices. Despite this, the Forest Department’s repeated pressure and attempts to clear land have triggered today’s massive protest.
Additionally, there is a government circular stating that families who occupied forest land after 1978 may be eligible for special grants. Even then, the department is allegedly violating rules and attempting forced evictions, leading to anger and frustration among forest dwellers.
Today’s protest has sent a strong message to the Forest Department. The rising anger and determination of forest dwellers to protect their rights became evident in Sirsi.
After accepting the memorandum, the CCF Hiralal held a meeting for nearly an hour with Ravindranath Naik and other protest leaders. Following discussions, the CCF announced that: Eviction actions against forest dwellers occupying up to 10 acres under the Forest Rights Act, 2006, will be halted. No force, threats, or harassment will be used against applicants.
The injustices faced by forest dwellers will be brought to the government’s attention.
Celebrating the victory, protesters lifted leader Ravindranath Naik on their shoulders, burst fireworks, and held a procession from the CCF office to the City Municipal Council.
