ಕುಮಟಾ: ರಸ್ತೆ ಸುರಕ್ಷತೆ ಹಾಗೂ ಸಂಚಾರ ನಿಯಮ ಪಾಲನೆ ಕುರಿತು ಕುಮಟಾ ಸಹಾಯಕ ಆಯುಕ್ತರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ನಡೆದ ಸಭೆಯಲ್ಲಿ ಹಲವು ಪ್ರಮುಖ ನಿರ್ಧಾರಗಳನ್ನು ಕೈಗೊಳ್ಳಲಾಗಿದ್ದು, ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಸಂಚಾರ ನಿಯಮ ಉಲ್ಲಂಘನೆಗೆ ಕಠಿಣ ಕ್ರಮ ಜರುಗಿಸಲು  ಅಧಿಕಾರಿಗಳಿಗೆ ಕುಮಟಾ ಸಹಾಯಕ ಕಮೀಷನರ್ ಪಿ ಶ್ರವಣಕುಮಾರ ಸೂಚನೆ ನೀಡಿbike.

ಸಭೆಯಲ್ಲಿ ಮಾತನಾಡಿದ ಸಹಾಯಕ ಆಯುಕ್ತರು, ಹಲವಾರು ಅಧಿಕಾರಿಗಳು ಸಮಯಕ್ಕೆ ಸಭೆಗೆ ಹಾಜರಾಗದೇ ಇರುವುದನ್ನು ಗಂಭೀರವಾಗಿ ತೆಗೆದುಕೊಂಡರು, ಸಮಯ ಪ್ರಜ್ಞೆ ಮತ್ತು ಶಿಸ್ತಿನ ಅಗತ್ಯತೆಯನ್ನು ಮನವರಿಕೆ ಮಾಡಿಸಿದರು. ತಾಲೂಕಿನ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಅಪಘಾತಗಳ ಪ್ರಮಾಣ ಹೆಚ್ಚುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಸಂಚಾರ ನಿಯಮ ಜಾರಿ ಕಡ್ಡಾಯ ಎಂದು ಅವರು ಹೇಳಿದರು.

ಸಭೆಯ ಮುಖ್ಯ ನಿರ್ಧಾರಗಳು :
ಹೆಲ್ಮೆಟ್ ಹಾಗೂ ಸೀಟ್‌ಬೆಲ್ಟ್ ಕಡ್ಡಾಯ ಮೋಟಾರು ವಾಹನ ಕಾಯ್ದೆ ಪ್ರಕಾರ ದ್ವಿಚಕ್ರ ವಾಹನ ಸವಾರರು ಮತ್ತು ಹಿಂಬದಿ ಸವಾರರು ಹೆಲ್ಮೆಟ್ ಧರಿಸಬೇಕು. 4 ಚಕ್ರದ ವಾಹನ ಸವಾರರು ಸೀಟ್‌ಬೆಲ್ಟ್ ಧರಿಸಬೇಕು. ಉಲ್ಲಂಘನೆ ಮಾಡಿದರೆ ದಂಡ ವಿಧಿಸಲಾಗುವುದು. ಈ ಕುರಿತು ಪೊಲೀಸ್ ಇಲಾಖೆ ಸಕಲ ಸಿದ್ದತೆಗಳನ್ನು ಮಾಡಿಕೊಂಡಿದೆ.

ಹೆಲ್ಮೆಟ್ ಇಲ್ಲದೆ ಪೆಟ್ರೋಲ್‌ ನೀಡಲು ನಿಷೇಧ
ಕುಮಟಾದ ಎಲ್ಲಾ ಪೆಟ್ರೋಲ್ ಬಂಕ್‌ಗಳಲ್ಲಿ ಹೆಲ್ಮೆಟ್ ಧರಿಸದ ವಾಹನ ಸವಾರರಿಗೆ ಇಂಧನ ನೀಡುವುದನ್ನು ನಿಷೇಧಿಸಲು ಸೂಚಿಸಲಾಗಿದೆ. ಬಂಕ್‌ ಸಿಬ್ಬಂದಿಗೆ ರಕ್ಷಣೆಯನ್ನು ಒದಗಿಸುವುದಾಗಿ ಪೊಲೀಸ್ ಇಲಾಖೆ ಭರವಸೆ ನೀಡಿದೆ.

ವಿರುದ್ದ ದಿಕ್ಕಿನ ಸಂಚಾರಕ್ಕೆ ಕಠಿಣ ಕ್ರಮ
ಹೆದ್ದಾರಿ ಹಾಗೂ ಪಟ್ಟಣದ ವೃತ್ತಗಳಲ್ಲಿ ವಾಹನಗಳು ವಿರುದ್ಧ ದಿಕ್ಕಿನಲ್ಲಿ ಓಡಿಸುವ ಘಟನೆಗಳು ಹೆಚ್ಚುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಇಂತಹವರ ವಿರುದ್ಧ ಕಠಿಣ ಕ್ರಮ ಕೈಗೊಳ್ಳಲು ಸೂಚನೆ ನೀಡಲಾಗಿದೆ.

ಸರ್ಕಾರಿ ನೌಕರರ ಮೇಲೂ ನಿಗಾ
ಹೆಲ್ಮೆಟ್ ಹಾಗೂ ಸೀಟ್‌ಬೆಲ್ಟ್ ಧರಿಸದ ಸರ್ಕಾರಿ ನೌಕರರ ಮೇಲೂ ಮೋಟಾರು ವಾಹನ ಕಾಯ್ದೆ ಹಾಗೂ ಸಿಸಿಎ ನಿಯಮಾವಳಿಯಡಿ ಶಿಸ್ತು ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು.

ಅಪ್ರಾಪ್ತರಿಂದ ವಾಹನ ಚಲಾವಣೆ ನಿಷೇಧ
PUC ಹಾಗೂ ಕಾಲೇಜು ವಿದ್ಯಾರ್ಥಿಗಳಿಂದ ಹೆಲ್ಮೆಟ್ ಇಲ್ಲದೆ, ಮೂರು ಜನ ಸೇರಿ ಬೈಕ್ ಚಲಿಸುವ ಪ್ರಕರಣಗಳು ಹೆಚ್ಚುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಕಾಲೇಜುಗಳು ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಜಾಗೃತಿ ಮೂಡಿಸಲು ಹಾಗೂ ಪೋಷಕರಿಗೆ ತಿಳಿಸಲು ಸೂಚಿಸಲಾಗಿದೆ.

ಹೆದ್ದಾರಿ ಪಕ್ಕದ ಅನಧಿಕೃತ ಅಂಗಡಿಗಳ ತೆರವು
ಹೆದ್ದಾರಿ ಪಕ್ಕದಲ್ಲಿ ಪುನಃ ತಲೆದೋರುತ್ತಿರುವ ಹಣ್ಣು ಹಾಗೂ ಎಳನೀರು ಅಂಗಡಿಗಳು ಸಂಚಾರಕ್ಕೆ ಅಡಚಣೆ ಉಂಟುಮಾಡುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಅವುಗಳನ್ನು ತಕ್ಷಣ ತೆರವುಗೊಳಿಸಲು NH ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚನೆ ನೀಡಲಾಗಿದೆ.

ಗ್ರಾಮೀಣ ಮಾರ್ಗಗಳಲ್ಲಿ ಸಾಮರ್ಥ್ಯ ಮೀರಿ ಪ್ರಯಾಣಿಕರನ್ನು ತುಂಬಿಕೊಳ್ಳುವ ಪ್ರಕರಣಗಳನ್ನು ತಡೆಯಲು ವಿಸ್ತೃತ ವರದಿ ಕಳುಹಿಸಲು KSRTC ಡಿಪೋ ವ್ಯವಸ್ಥಾಪಕರಿಗೆ ಸೂಚಿಸಲಾಯಿತು.

“ಹೆಲ್ಮೆಟ್–ಸೀಟ್‌ಬೆಲ್ಟ್ ಕಡ್ಡಾಯ” ಎನ್ನುವ ಫಲಕಗಳನ್ನು ಪುರಸಭೆ ಹಾಗೂ ಪಂಚಾಯತ್ ವ್ಯಾಪ್ತಿಗಳ ಪ್ರವೇಶದಲ್ಲಿ ಅಳವಡಿಸಲು ಸೂಚಿಸಲಾಗಿದೆ.

ಪಟ್ಟಣದ ಮಧ್ಯ ವೃತ್ತಗಳಲ್ಲಿ ದೊಡ್ಡ ಬ್ಯಾನರ್‌ಗಳು ಸಂಚಾರಕ್ಕೆ ಅಡಚಣೆ ಉಂಟುಮಾಡುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಅನಧಿಕೃತ ಫ್ಲೆಕ್ಸ್ ಹಾಗೂ ಬ್ಯಾನರ್‌ಗಳನ್ನು ಒಂದು ವಾರದೊಳಗೆ ತೆರವುಗೊಳಿಸುವಂತೆ ಆದೇಶಿಸಲಾಗಿದೆ.

ಗೋಕರ್ಣ ಅಂಡರ್‌ಪಾಸ್ ಸಮಸ್ಯೆ ಪರಿಹಾರ
ಮೊರಬಾ ಅಂಡರ್‌ಪಾಸ್‌ನಲ್ಲಿ ಜಲ್ಲಿ ಕಲ್ಲುಗಳಿಂದ ಮಕ್ಕಳು ಹೆದ್ದಾರಿ ದಾಟುವ ಅಪಾಯ ಇದ್ದು, ಕಾಂಕ್ರೀಟ್ ಹಾಕಲು NH ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚನೆ ನೀಡಲಾಗಿದೆ.

ಬಾಡಿಗೆಗೆ ಬೈಕ್ ನೀಡುವವರು ಕಡ್ಡಾಯವಾಗಿ ಎರಡು ಹೆಲ್ಮೆಟ್‌ಗಳನ್ನು ನೀಡಬೇಕು.

Kumta: Several key decisions were taken during a meeting chaired by the Kumta Assistant Commissioner regarding road safety and adherence to traffic rules. Assistant Commissioner P. Shravan Kumar instructed the officials to take strict action against traffic violations in the coming days.

The Assistant Commissioner expressed displeasure over several officers not attending the meeting on time and stressed the importance of punctuality and discipline. Considering the rising number of accidents in the taluk, he emphasized that strict enforcement of traffic rules is essential.

Major Decisions of the Meeting:
Helmet and Seatbelt Mandatory
As per the Motor Vehicles Act, two-wheeler riders and pillion riders must wear helmets. Four-wheeler drivers must wear seatbelts. Violators will be fined. The police department has made all necessary preparations for enforcement.

No Petrol Without Helmet
All petrol bunks in Kumta have been instructed not to provide fuel to riders without helmets. The police department has assured protection for fuel station staff.

Strict Action Against Wrong-Side Driving
Due to the rising cases of vehicles driving in the wrong direction on highways and town circles, strict action will be taken against such offenders.

Monitoring Government Employees
Government employees found riding without helmets or seatbelts will face disciplinary action under the Motor Vehicle Act and CCA rules.

Ban on Underage Driving
With increasing cases of PUC and college students riding without helmets and triple riding, colleges have been asked to create awareness among students and inform parents.

Eviction of Unauthorized Shops on Highways
Unauthorized fruit and tender coconut stalls reappearing along the highway and obstructing traffic must be removed immediately, as instructed to NH authorities.

KSRTC Report on Overloading
KSRTC Depot Managers have been instructed to submit a detailed report on preventing the overloading of passengers on rural routes.

Reflector Barriers for Breakdown Buses
Government buses that break down on the road must be equipped with reflector barriers immediately.

Awareness Boards at Town Entry Points
Boards displaying “Helmet–Seatbelt Mandatory” must be installed at the entry points of municipal and panchayat limits.

Ban on Banners at Circles
Large banners in town circles causing traffic obstruction must be removed within a week.

Gokarna Underpass Issue
NH authorities have been instructed to lay concrete at the Moraba underpass, where children face danger while crossing the highway due to gravel stones.

Public Can Send Violation Photos
