ಕಾರವಾರ : ರಾಜ್ಯ ರಾಜಕೀಯದಲ್ಲಿ ಮತ್ತೊಮ್ಮೆ ‘ಅಧಿಕಾರ ಹಸ್ತಾಂತರ’ ಡ್ರಾಮಾ ಮರುಕಳಿಸುವ ಲಕ್ಷಣಗಳು ಗೋಚರಿಸುತ್ತಿವೆ. ಈ ಹಿಂದೆ ಜೆಡಿಎಸ್–ಬಿಜೆಪಿ ಮೈತ್ರಿ ಸರ್ಕಾರದಲ್ಲಿ ಕುಮಾರಸ್ವಾಮಿ ಯಡಿಯೂರಪ್ಪ ಅವರಿಗೆ ಅಧಿಕಾರ ಹಸ್ತಾಂತರ ಮಾಡದೆ ಇರೋ ವಿಚಾರ ಮತ್ತೆ ಸಿದ್ದರಾಮಯ್ಯ ಸರಕಾರದಲ್ಲಿ ಮುನ್ನೆಲೆಗೆ ಬರುವಂತಾಗಿದೆ.
ಹೌದು ರಾಜ್ಯದಲ್ಲಿ ಈ ಹಿಂದೆ ಬಿಜೆಪಿ ಜೆಡಿಎಸ್ ಮೈತ್ರಿಯಲ್ಲಿ ಮೊದಲ ಅವಧಿಗೆ ಜೆಡಿಎಸ್‌ನ ನಾಯಕ ಕುಮಾರಸ್ವಾಮಿ ಸಿಎಂ ಆಗಿ ಅಧಿಕಾರ ನಡೆಸಿದ್ದರು. ಬಳಿಕ ಮೈತ್ರಿ ಪಕ್ಷದ ನಾಯಕ ಯಡಿಯೂರಪ್ಪ ಅವರಿಗೆ ಅಧಿಕಾರ ಹಸ್ತಾಂತರ ಮಾಡೋ ಮಾತುಕತೆ ಮೇಲೆ ಮೈತ್ರಿ ಮಾಡಿಕೊಂಡು ಸರಕಾರ ರಚನೆ ಮಾಡಲಾಗಿತ್ತು.ಆದರೆ ಕುಮಾರಸ್ವಾಮಿ ತನ್ನ ಅವಧಿ ಪೂರ್ಣವಾದ ಬಳಿಕ ಯಡಿಯೂರಪ್ಪ ಅವರಿಗೆ ಅಧಿಕಾರ ಹಸ್ತಾಂತರ ಮಾಡದೆ ವಚನಭೃಷ್ಟ ಕುಮಾರಸ್ವಾಮಿ ಎಂಬ ಹಣೆಪಟ್ಟಿಯನ್ನ ಕಟ್ಟುಕೊಳ್ಳುವಂತಾಗಿತ್ತು.
ಆದರೆ ಇದೀಗ ಅಂತಹದ್ದೆ ಪರಿಸ್ಥಿತಿ ರಾಜ್ಯದಲ್ಲಿ ಅಧಿಕಾರ ನಡೆಸುತ್ತಿರುವ ಕಾಂಗ್ರೆಸ್‌ನಲ್ಲಿ ಉಂಟಾಗಿದೆ.ರಾಜ್ಯದಲ್ಲಿ ಭಾರೀ ಬಹುಮತದೊಂದಿಗೆ ಅಧಿಕಾರಕ್ಕೆ ಬಂದಿರೋ ಕಾಂಗ್ರೆಸ್ ಸಚಿವ ಸಂಪುಟ ರಚನೆ ಆಗೋ ಮೊದಲು ಸಿಎಂ ಅಧಿಕಾರ ಹಂಚಿಕೆ ಬಗ್ಗೆ ಕೂಡ ಪಕ್ಷದ ಹೈಕಮಾಂಡ ಮಟ್ಟದಲ್ಲಿ ಚರ್ಚೆಯಾಗಿತ್ತು ಎನ್ನಲಾಗಿದೆ. ಮೊದಲ ಎರಡುವರೆ ವರ್ಷಗಳ ಅವಧಿಗೆ ಸಿದ್ದರಾಮಯ್ಯ ಅವರನ್ನ ಸಿಎಂ ಆಗಿ ಮಾಡಿದ ಬಳಿಕ ಮುಂದಿನ ಎರಡುವರೆ ವರ್ಷದ ಅವಧಿಗೆ ಡಿಕೆ ಶಿವಕುಮಾರ ಅವರನ್ನ ಸಿಎಂ ಮಾಡೋ ಬಗ್ಗೆ ಮಾತುಕತೆ ನಡೆದಿತ್ತು ಎನ್ನಲಾಗಿದೆ.
ಆದರೆ ಇದೀಗ ಹೈಕಮಾಂಡ ಮಾತುಕತೆಯಂತೆ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಇಂದಿಗೆ ಎರಡುವರೆ ವರ್ಷಗಳ ಕಾಲ ಸಿಎಂ ಆಗಿ ಅಧಿಕಾರ ನಡೆಸಿದ್ದಾರೆ.ಇದೀಗ ಅವರ ಎರಡುವರೆ ವರ್ಷ ಪೂರ್ಣಗೊಂಡಿದ್ದು.ಪಕ್ಷದ ಹೈಕಮಾಂಡ ಎದುರು ನಡೆದ ಮಾತುಕತೆಯಂತೆ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಡಿಕೆ ಶಿವಕುಮಾರ ಅವರಿಗೆ ಸಿಎಂ ಸ್ಥಾನ ಬಿಟ್ಟುಕೊಡಬೇಕಾಗಿರುವುದು ಅನಿವಾರ್ಯ. ಒಂದು ವೇಳೆ ಸಿದ್ದರಾಮಯ್ಯ ತಾನೆ ಇನ್ನೂ ಎರಡುವರೆ ವರ್ಷ ಸಿಎಂ ಆಗಿ ಮುಂದುವರೆಯಬೇಕು ಅಂತಾ ಹೈಕಮಾಂಡ ಎದುರು ಪಟ್ಟು ಹಿಡಿದುಕುಳಿತ್ತಿದ್ದಾರೆ. ಹಾಗೆನಾದರೂ ಇವರೆ ಸಿಎಂ ಆಗಿ ಮುಂದುವರೆದಲ್ಲಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಸಹ ಕುಮಾರಸ್ವಾಮಿ ಅವರ ಹಾದಿಯನ್ನೆ ಹಿಡಿದಿದ್ದಾರೆ ಎನ್ನುವುದರಲ್ಲಿ ತಪ್ಪೇನು ಇಲ್ಲ.
ಡಿಕೆ ಶಿವಕುಮಾರ ಪರ ಹೆಚ್ಚಾಗುತ್ತಿರುವ ಅನುಕಂಪ
ಸಿದ್ಧರಾಮಯ್ಯಗಳ ನಡೆ ರಾಜ್ಯದ ರಾಜಕೀಯ ವಲಯದಲ್ಲಿ ಹೊಸ ಚರ್ಚೆಗಳಿಗೆ ಕಾರಣವಾಗಿದ್ದು,“ಡಿಕೆ ಶಿವಕುಮಾರರಿಗೆ ನ್ಯಾಯಸಿಗುತ್ತಿಲ್ಲ” ಎಂಬ ಅಭಿಪ್ರಾಯ ಕಾಂಗ್ರೆಸ್ ಬೆಂಬಲಿಗರಲ್ಲೇನೆ ಮೂಡುತ್ತಿದೆ..ಹಿಂದಿನಿಂದಲ್ಲೂ ಕೂಡ ಡಿಕೆ ಶಿವಕುಮಾರ ಪಕ್ಷ ಸಂಘಟನೆ ಮೂಲಕ ರಾಜ್ಯದಲ್ಲಿ ಪಕ್ಷ ಅಧಿಕಾರಕ್ಕೆ ತರುವಲ್ಲಿ ಅವರ ಪಾತ್ರ ಸಾಕಷ್ಟಿದೆ ಎನ್ನುವುದು ಪ್ರತಿಯೊಬ್ಬರಿಗೂ ಗೊತ್ತಿರುವ ವಿಚಾರ ಪಕ್ಷಕ್ಕಾಗಿ ಅನೇಕ ತ್ಯಾಗ, ಸಂಕಷ್ಟದಲ್ಲಿ ನಿಂತ ನಾಯಕ ಅಂದರೆ ಅದು ಡಿಕೆ ಶಿವಕುಮಾರ ಎನ್ನುವುದು ಪ್ರತಿಯೊಬ್ಬ ಕಾಂಗ್ರೆಸ್ ನಾಯಕರಿಗೆ ತಿಳಿದಿರೋ ವಿಚಾರನೇ.
ಆದರೆ ಅಧಿಕಾರ ಹಸ್ತಾಂತರದಲ್ಲಿ ಸ್ಪಷ್ಟತೆ ಇಲ್ಲದೆ ಇರುವುದನ್ನು ಹಲವರು ಪ್ರಶ್ನಿಸುವಂತಾಗಿದೆ. ರಾಜ್ಯದ ಬಹುತೇಕ ರಾಜಕೀಯ ನಾಯಕರು
“ಕುಮಾರಸ್ವಾಮಿಯಂತೆ ಸಿದ್ದರಾಮಯ್ಯ ಕೂಡಾ ಅಧಿಕಾರ ಹಸ್ತಾಂತರ ಮಾಡದೆ ವಚನಭೃಷ್ಟರಾಗತ್ತಾರೆ ಎನ್ನುವ ಚರ್ಚೆ ಕೂಡ ನಡೆಯುತ್ತಿದೆ. ಈಗಾಗಲೇ ಡಿಕೆ ಶಿವಕುಮಾರ ತನ್ನ ಕೆಲ ಶಾಸಕರೊಂದಿಗೆ ಹೈಕಮಾಂಡ ಭೇಟೆಗಾಗಿ ದೆಹಲಿ ಪ್ರಯಾಣ ಮಾಡಿರೋದು ರಾಜಕೀಯವಾಗಿ ಸಾಕಷ್ಟು ಚರ್ಚೆಗೆ ಕಾರಣವಾಗಿದೆ. ಡಿಕೆ ನಡೆಯ ಬಗ್ಗೆ ಕಾಂಗ್ರೆಸ್ ಹೈಕಮಾಂಡ್ ಯಾವ ತೀರ್ಮಾನ ತೆಗೆದುಕೊಳ್ಳಲಿದೆ ಎನ್ನುವುದು ಸಾಕಷ್ಟು ಚರ್ಚೆಗೆ ಕಾರಣವಾಗಿರೋದು ಮಾತ್ರ ಸತ್ಯ .
D.K. Shivakumar’s Power-Transfer Demand and Siddu’s Reluctance:
Is Siddaramaiah Walking the ‘Kumaraswamy Path’?
Karwar: The political landscape of Karnataka once again appears set for a repeat of the familiar “power-transfer drama.” The earlier episode in the JD(S)–BJP coalition—where Kumaraswamy declined to hand over power to Yediyurappa—seems to be resurfacing now within the Siddaramaiah-led Congress government.
In the previous BJP–JD(S) coalition government, JD(S) leader H.D. Kumaraswamy served as Chief Minister during the first term. As per the coalition agreement, he was expected to transfer power to BJP leader B.S. Yediyurappa for the latter half. However, Kumaraswamy refused to relinquish the CM post even after completing his term, earning the tag of “betrayer of the promise.”
A similar situation now seems to be unfolding in the Congress, which came to power with a massive majority. Even before the cabinet was formed, there were discussions within the high command regarding power-sharing. The understanding reached, as sources indicate, was that Siddaramaiah would serve as Chief Minister for the first two-and-a-half years, and D.K. Shivakumar would take over for the next two-and-a-half years.
Now, Siddaramaiah has completed his agreed tenure of two-and-a-half years. According to the high-command pact, he is expected to hand over the CM post to D.K. Shivakumar. However, Siddaramaiah is reportedly insisting on continuing for the remaining term as well. If this happens, it would be fair to say that Siddaramaiah has chosen the same path once taken by Kumaraswamy.
Growing Sympathy for D.K. Shivakumar
Siddaramaiah’s stance has triggered new debates in the political corridors of the state, with many Congress supporters expressing that “D.K. Shivakumar is not getting the justice he deserves.” It is widely acknowledged that D.K. Shivakumar played a crucial role in strengthening the party organization and bringing the Congress back to power in Karnataka. A leader who has stood by the party during crises and made several sacrifices—this image of Shivakumar is recognized by leaders across the Congress.
However, the lack of clarity regarding the power-transfer agreement is drawing increasing criticism. Many political observers now say, “Siddaramaiah may also end up as a promise-breaker if he refuses to hand over power just like Kumaraswamy once did.”
Shivakumar’s recent trip to Delhi along with a few MLAs to meet the party high command has intensified the political buzz. What decision the Congress high command will take on this matter has now become the central point of political discussion in Karnataka.
